We contributed to the developed a range of outline operating cost estimates for the Olympic Aquatics Centre,
for each of the facility mix options. To develop the operating cost estimates, our consultants advised upon
likely usage patterns, programming models, pricing strategies, staffing levels and operating costs.
In addition to this project, Steve Laird has led on feasibility studies and options appraisals for a range
of community facilities in East London.
London Borough of Redbridge – £40m new leisure and community facility - Feasibility

C3 Consultants continue to be engaged by the London Borough of Redbridge , and in
addition to our involvement from feasibility to RIBA E, we have managed the Business
Planning Process, and established a local Trust that from the 1st April 2007 have now
operate all of the facilities in Redbridge (including the major new development).

London Borough of Greenwich - £30m innovative new multi-use leisure and community facility -
Feasibility Study, Stakeholder consultation and extensive community engagement , Site
evaluations, Business Planning, Procurement support, and Master planning.
c3 have worked with the council to develop an innovative new facility that
incorporates a Leisure centre, Library, Health and Fitness facility, College, Local Service
Centre and Primary Care health service providers accommodations.
Steve Laird led on the development of the scheme from consultation, through feasibility
study, to the development of detailed schedules of accommodations and the production of the
detailed 'clients requirement specification'.
Steve Laird advised on all stages of the design development process for the RIBA award winning Formby
Leisure Centre, in addition to developing the Business Plan, forming the Trust to operate the new facility,
negotiating on behalf of the Trust the funding agreements and lease.
The £6 million facility has won the RIBA (Royal Institute of British Architects)
National Award for its design following its success in the RIBA regional competition.
Since opening at the end of January, this year, Formby Leisure Centre has welcomed
thousands of visitors to use the swimming pools, fitness studio and to enjoy a coffee
and snack in the poolside cafe. The centre was created through a unique partnership of
Sefton Council, the Freshfield Foundation and Formby Pool Trust. The partnership was
formed eight years ago with the aim of creating a swimming pool for Formby. It was
agreed that the aim would be to create a facility which would ‘put the heart back into
the village, with a building of outstanding design, built to a high quality and to be
set in beautifully landscaped park and loved by the community’.
And that is what has been achieved. Judges for RIBA describe the design of the building
as 'simple and elegant and the landscape design calm and enjoyable with a significant
beneficial impact on the community it serves'.
A range tasks including Feasibility Studies, Business Planning, Project Procurement, Management Options
Appraisal, and the development of the clients requirements and design brief.
We advised our clients on the development options for the new water sports centre and
the development of an integrated water sports development strategy for the Royal Docks.
This included advice upon all issues relating to the facility design, schedule of
accommodation, capital procurement options, forms of management, integration of the
London Regatta Centre, funding routes and projections for all income, and operating
costs. The Heads of Terms for the operating body were devised and advice on the
funding agreements and forms of tenure most appropriate for the various stakeholder
groups were also provided. This project involved a complex range of stakeholder
consultations, and has required a flexible approach to meeting the various needs of
several organisations that are likely to merge to share new and existing facilities.
c3 Consultants have completed a review of the feasibility and business
case for a 50m swimming pool and leisure facility. Advising on the capital and revenue
cost estimates our consultants have also developed a cost apportionment model for the
development and management of this high profile facility, involving multiple
stakeholders. The business case was examined from a detailed ‘’operators perspective’’,
with a programme overview and detailed advice on management structures and costs of
operation.
